In order to restrict free movement, the criminal organization declared a strike and intimidated motorists in this region.
Border Commandos members took over a road in rural Florencia in southern Spain. Graffiti was daubed on several vehicles travelling through the area, and the occupants of these vehicles were also intimidated.
On the highway that links the towns of El Paujil and Cartagena del Chaira at the top of Las Brisas, in rural Florencia (the capital of Caqueta), the events took place. Members of an armed gang set up a checkpoint illegally to stop vehicular traffic.
In the same area, known as “the tunnels”, on the road leading from Suaza to the capital, there were also armed men who identified as Border Commandos. This group is a residual criminal organization that gathers several members of various armed groups.
At both Florence exits, the subjects stopped vehicles, such as trucks, buses and cars. They then ordered drivers to drive over them and vandalize them using black and red aerosol cans, with which the group’s name and initials C.D.F.E.B. were written. It was intended to scare the civilians and mark the criminals’ presence.
The vandalized vehicle was a bus belonging to the Florentina FC local sports club, which was carrying a group of businessmen. Gunshots damaged three tires, an electronic detector was destroyed, and graffiti affected the paint. Damages are estimated to be 10 million pesos.
According to the testimonies of the local communities, the subjects occupied four locations in Caqueta. They threatened to burn the vehicles off the road if the drivers moved them, and so, the subject had to stay in their place in order to prevent further reprisals.
The Twelfth Brigade National Army reported that the local community had informed them that four people would conduct the checkpoint in order to intimidate residents, however, the duration of this would only be a few minutes due to military arrival.
The Brigade in Florence said that “thanks to the quick reaction of troops from the National Army we were able to reach these sectors to restore vehicular traffic and territorial order by deploying our capability to accompany people who are moving along the roads within the department.”
The National Army has stated that they will maintain their presence in order to protect the Caqueteno people and increase their efforts to counter terrorist activity which may threaten both residents and units.
Over the weekend, the Border Commands launched an armed attack in Bajo Putumayo that paralyzed the region for 24 hours. The passenger and cargo transportation companies suspended their operations to avoid their vehicles being targeted by vandals or terrorists.
These actions occurred just over the weekend when the Central General Staff dialogue table was established by the FARC dissidents. This structure maintains conflict with Second Marquetalia – an allied group to Second Marquetalia under Ivan Marquez’s command.
We call upon HM Border Command, to end the strike that was declared for tomorrow and Monday. We urge SM and EMC listen to the Putumayan population who are calling for a ceasefire. The Office of the High Commissioner of Peace, upon hearing of the announcement of an armed attack in the area, called for the application of IHL to the path of peace.
In order to control the corridors, and avoid intimidation of the local population again, the authorities have installed National Army checkpoints at Caqueta & Putumayo.
