New York City Council has been studying a proposed bill to “contextualize” works of public art, like statues and memorials. It also wants to clarify if the schools’ names are associated with a person that owned slaves or directly profited financially from slavery. The council will examine whether those honored participated in crimes against indigenous populations or crimes against humanity. Many of these statues have been vandalized during the 2020 riots that are associated with Black Lives Matter.
In the bill, the Public Design Commission would be required to decide, for each piece, whether it should be removed or if a plaque could explain the reasons why the work is problematic. This bill covers the naming schools.
The bill, if approved, would be an enormous logistical challenge to the city. It has over 2,500 pieces of public art that would need to be examined, reviewed, and their history thoroughly investigated to see if they could be considered offensive. This enormous task will fall under the jurisdiction of the PDC of the city, who has authority over the general “property of the City”, including “maintenance and repair of work of art, their removal or relocation, as well as the advisory oversight of artworks.”
